ALGA's analysis of key points in the 2009-10 Federal Budget from a local government perspective.

Funding for 2009-10
- $604 million for Financial Assistance Grants identified for roads

Commonwealth funding for Local Roads in 2009-10
Roads to Recovery - $350 million.
Identified Local Road Grants - $604.5 million including a supplementary payment of $14.8 million to South Australian.

Boom Gates for Level crossings
The objective of the Boom Gates for Rail Crossings program is to provide $150 million for the installation of boom gates and other safety measures at over 250 high risk rail crossings across Australia.
The projects allocated funding were identified by the each State and Territory Government using the Australian Level Crossing Assessment Model (ALCAM) that takes into account factors such as road and rail traffic volumes, crash history, visibility for motorists and train drivers, the number of rail tracks at the crossing and other public risks.
$100 million is being provided in 2009-10.
Heavy Vehicle Parking
$20 million is being provided to to develop safe parking areas for heavy vehicles.
Remote Aviation Infrastructure Fund
Remote Aviation Infrastructure Fund with funding of $3 million to upgrade remote area airports to regular public transport standard has been established.

Major road and rail projects to commence during 2009-20
NSW
- Tarcutta Bypass on the Hume Highway - construction is expected to commence in 2009 and is scheduled for completion in 2011.
- Woomargama Bypass on the Hume Highway - construction is expected to commence in 2009 and is scheduled for completion in 2011.
- Banora Point upgrade on the Pacific Highway - construction is expected to commence in 2009 and is scheduled for completion in 2012.
- Bulahdelah Bypass on the Pacific Highway - construction expected to commence in 2009 and is scheduled for completion in 2012.
- Duplication of the Herons Creek to Stills Road section of the Pacific Highway - construction is expected to commence in 2010 and is scheduled for completion in 2011.
- Upgrade of the Woodford to Hazelbrook section of the Great Western Highway - construction is expected to commence in 2009 and is scheduled for completion in 2012.
- Upgrade of the Wentworth Falls East section of the Great Western Highway - construction is expected to commence in 2009 and is scheduled for completion in 2012.
- Intersection of Fairbairn Avenue and alignment of the Majura Parkway and Federal Highway - a project which forms part of the Canberra Airport Precinct upgrade.
- Safety improvements to the Barton Highway - construction is expected to commence in 2009 and is scheduled for completion in 2012.
Victoria
- Nagambie Bypass - scheduled for completion in 2012.
- Traralgon to Sale duplication - scheduled for completion in 2014.
- Anthony's Cutting - scheduled for completion in 2012.
- Springvale Road upgrade - scheduled for completion in 2010.
- Geelong Port Rail upgrades - scheduled for completion in 2010.
Queensland
- Bruce Highway - Cooroy to Curra (Section B) Duplication - construction is expected to start in 2009 and be completed by 2012.
- Robina and Varsity Lakes interchange upgrades on the Pacific Motorway - construction is expected to commence in 2009 and is scheduled for completion in 2010.
- Coomera interchange upgrade Stage 1a works on the Pacific Motorway - construction is expected to commence in 2009 and is scheduled for completion in 2010.
- Douglas Arterial duplication in Townsville - construction is expected to commence in 2009 and is scheduled for completion in 2012.
- Cardwell Range realignment and upgrade on the Bruce Highway - construction is expected to commence 2009 and is scheduled for completion scheduled in 2012.
- Kirkwood Road Stage 3 - construction is expected to commence in 2009 and is scheduled for completion in 2010.
South Australia
- Projects in the Dukes Highway safety upgrade program - construction is expected to start in 2010 and is scheduled for completion in 2014.
- The Victor Harbor Road and Main South Road intersection upgrade - construction is expected to start in 2010 and is scheduled for completion in 2010.
Western Australia
- Mandurah Entrance Road - construction is expected to start in 2009 and is scheduled for completion in 2010.
- Stage One of the Great Northern Highway upgrade at Port Hedland - construction is expected to start in 2009 and is scheduled for completion by 2010.
- The duplication of the Dampier Highway between Karratha and Dampier - construction is expected to start in 2009 and is scheduled for completion by 2012.
- The grade separation of the Reid Highway and Alexander Drive intersection - construction is expected to start in 2010 and be completed by 2011.
Tasmina
- Kingston Bypass - work is scheduled to begin in 2009, with the project expected to be completed in 2012.
- Illawarra Link Road upgrade - work is scheduled to start in 2009, with the upgrade expected to be completed in 2011.
Northern Territory
During 2009-10, work will start on a range of major road and rail projects including:
- Stage 2 of the Tiger Brennan Drive East Arm Port Access Road - construction is expected to commence in 2009 and is scheduled for completion in 2010.
- The Tiger Brennan Drive Stuart Highway Intersection - construction is expected to commence in 2009 and is scheduled for completion in 2010.
- Flood immunity, road safety and productivity improvements on NT Highways including:
- Fatigue management on Stuart, Barkly and Victoria Highways.
- National Network Strengthening and Widening.
- Stuart Highway - Darwin to Katherine overtaking opportunities.
- Stuart Highway - planning heavy vehicle diversion around Katherine CBD.
- Upgrade of the Central Arnhem Road - construction is expected to commence in 2010 and is scheduled for completion in 2012.
- The upgrade of the Maryvale Road and Hughes Stock Route - construction is expected to commence in 2009 and is scheduled for completion in 2010.

- F3 Widening, Stages 2 and 3.
- Accelerated Southern Hume Duplication Project.
- Hume Highway, Coolac Bypass.
- New England Highway, Weakleys Drive Interchange.
- Pacific Highway, Karuah to Bulahdelah Sections 2 & 3.
- Pacific Highway, Coopernook to Herons Creek.
Victoria
- Geelong Ring Road Section 3.
- Dynon Missing Link rail project (between Tottenham Dynon and Dynon Port Rail Link Projects).
Queensland
- Caboolture Motorway upgrade.
- Ipswich Motorway - Logan Motorway interchange upgrade.
- Pacific Motorway - Nerang South interchange upgrade.
- Bruce Highway upgrade - Woodlands to Veales Road in Townsville.
- Widening sections of the Gemfields way in central Queensland.
- Sealing and widening sections of the Rolleston to Suttor Development Road.
South Australia
- Duplication of the Sturt Highway between Gawler and Greenock.
- Upgrade of the Strzelecki Track
- Adelaide Rail Freight Movements Study.
Western Australia
- Kwinana Freeway extension and the Forrest Highway.
- Final stage of the Great Northern Highway upgrade between Lennard Street in Middle Swan and Muchea.
- The upgrade and realignment of sections of the Great Northern Highway between Muchea and Wubin.
- Stage One of the Bunbury Port Access Road.
- Construction of three new bridges and rehabilitation of sections of the Great Northern Highway in the Kimberley region.
- Extension of Ocean Reef Road.
Tasmania
- Midland Highway Safety Upgrade
- East Tamar Highway Upgrade projects:
- Batman Highway Junction grade separation;
- Dalrymple; and
- Egg Island Creek
Northern Territory
- Upgrade of the Victoria Highway along the Victoria River Floodplain and at the Victoria River Bridge.
- Upgrade of the Tanami Road.
- Upgrade of the Plenty Highway.
